“TOOP” A NEW EUROPEAN PROJECT TOWARDS A BETTER EU DIGITAL SINGLE MARKET

On January 25-27, 2017, The "Once-Only” Principle Project (TOOP) kick-off meeting took place in Tallinn, Estonia. The European Commission project, started on 1st January 2017 part of the EU e-Government Action Plan 2016-2020 and will contribute towards increasing the efficiency of the Digital Single Market. 

The project aims at developing an innovative OOP architecture that supports interconnection and interoperability of national registries at the EU level. This architecture will ensure that information is supplied to public administrations only once regardless of the country of origin and therefore eliminating unnecessary burdens for European users and businesses who are asked to repeatedly present the same data and documents. 

According to the “Once-Only” principle, public bodies should take action to share data with each other, respecting privacy and data protection rules, both nationally (across sectors) and across borders. Therefore, the project will be tested through three sustainable pilot projects: (1) cross-border e-Services for business mobility, (2) updating connected company data and (3) online ship and crew certificates to connect 60 information systems from at least 20 countries. 

The Luxembourg Institute of Science and Technology (LIST) is among the consortium composed of participants from 21 European countries (AT, BE, BG, DE, DK, EE, FI, GR, IT, LT, LU, LV, NL, NO, PL, PT, RO, SE, SI, SK, TR). LIST scientists will participate in the online ship and crew certificates pilot, collaborating with the Administration of Maritime Affairs (CAM) to implement the Maritime pilot.
