The Helpdesk REACH&CLP Luxembourg is a national technical support service for companies concerned with the European REACH and CLP regulations, managed by the Luxembourg Institute of Science and Technology (LIST) with support from the Ministry of Sustainable Development and the Ministry of Economy. The Helpdesk regularly organises events for Luxembourg manufacturers and the first of 2016 was focused on distributors and retailers.
Around 60 professionals took part in the "Fournisseurs et revendeurs - Les bonnes pratiques à adopter" conference held on Tuesday 7 June 2016. They have been made aware of the different obligations that chemical suppliers are facing under the REACH and CLP European regulations, dedicated to the registration, evaluation, authorisation and restriction of chemicals and to the classification, labelling and packaging of chemical substances and mixtures.
Those professionals have an important role to play, particularly in the communication of the possible dangers of chemical products via Security Data Forms (FDS) and labels. Passing the information is a key step for a safe use of substances, mixtures and articles containing chemicals, both for professional users and consumers. Handling chemicals daily, consumers can also quickly learn about their possible dangers. Different databases are available, such as the "Rapid Alert System for dangerous non-food products" (RAPEX), an early warning system of the European Union listing all dangerous consumer products.
Other regulations are impacting the commercialisation of chemical products, such as the Biocidal Product Regulation (BPR - EU Regulation 528/2012). Retailers so have legal obligations regarding biocidal products - such as household disinfectants or insecticides - they offer for sale.
